Title

Approve and Authorize the City Manager to Execute an Easement Deed

RECOMMENDATION:

Recommendation

Approve and authorize the City Manager to execute an Easement Deed with San Bernardino County Flood Control District for the Narra Hills Project.

End

COUNCIL GOALS:

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

DISCUSSION:

On February 26, 2019, the City Council approved a project development of 233 proposed single-family homes, 129 detached condominiums, and 127 attached condominiums in both Residential Planned Community and proposed medium density zones located at existing Lytle Creek Road starting from Duncan Canyon Road and running northeast through certain real property known as Monarch Hills.   The project has been renamed and is currently known as Narra Hills.

As part of the project, the developer was conditioned to construct sewer improvements along the west side of the San Bernardino County Flood Control District’s Hawker Crawford Channel, which extends from the southwest project boundary to Duncan Canyon Road. The developer has processed a construction permit from the San Bernardino County Flood Control District.  Once the developer constructs the sewer improvements, the City of Fontana will operate and maintain the sewer improvements.

Since the sewer improvements are located within the San Bernardino County Flood Control District’s right of way, the City needs an easement deed with the San Bernardino County Flood Control District.

FISCAL IMPACT:

No fiscal impact.

MOTION:

Approve staff recommendation.
