RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to execute a Construction Contract with Weka, Inc. of San Bernardino, CA for the construction of the Courtplace Housing Development (Infrastructure Improvements) Project in the amount of $4,863,524.00 and authorize a 10% contingency in the amount of $486,352.40 (Bid No. DE-24-124-SB).
2. Appropriate $1,779,000 from Storm Drain Fund (622), $294,000 from Sewer Capital Projects Fund (702), and $648,000 from Circulation Mitigation Fund (630) to the Courtplace Housing Development (Infrastructure Improvements) Project (PN0063).
3. Authorize the City Manager to execute any and all utility agreements, utility easements, and any related items on behalf of the City of Fontana for the Courtplace Housing Development (Infrastructure Improvements) Project (DE-24-124-SB).

COUNCIL GOALS:
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
The Courtplace Housing Development (Infrastructure Improvements) Project will provide installation of a storm drain system, sanitary sewer system, restoration of existing improvements, and the modification of an existing detention basin located at 11196 Sierra Ave. to include partial backfilling and construction of a concrete basin diversion structure.
On December 21, 2024, a Notice Inviting Sealed Bids for Construction was issued. On January 11, 2024 at 2:00pm, the bids for this contract were opened. A total of five (5) bids were received ranging from $4,863,524.00 to $6,344,938.00. Weka, Inc. is the lowest bidder in the amount of $4,863,524.00. The Engineer’s Estimate was $5,090,000.00. After reviewing the proposed bid document, Engineering staff has determined Weka, Inc. to be the lowest responsive and responsible bidder.
FISCAL IMPACT:
The fiscal impact associated with this item is $4,863,524.00 for the full term of the construction contract and $486,352.40 for the construction contingency. The available budget is $4,500,000.00. Considering all project expenses, an additional $1,779,000 is being requested in 37600063-622-A-8330, $294,000 is being requested in 37600063-702-A-8330, and $648,000 is being requested in 37600063-630-A-8330 and is not included in the 2023-2024 budget. The request will be submitted in the next quarterly budget report and will be funded by the Storm Drain Fund (622), Sewer Capital Projects Fund (702) and Circulation Mitigation Fund (630).
