ANALYSIS:

The applicant, SA Golden Investments, Inc., is requesting that the Planning Commission approve Design Review No. 23-004 for the development a 9- unit multi-family project and associated improvements on an approximately 0.84 acre vacant site located on the east side of Tamarind Avenue, north of Arrow Boulevard.

Design Review No. 23-004:

The development will be comprised of  9 multi-family attached units within two (2) three-story buildings. One floor plan with 1,366 square feet and three bedrooms and three bathrooms is provided.  Each unit has adequate private open space directly accessible from the private unit with each unit having additional features such as a covered porch and balcony.

The applicant has proposed a Tuscan architectural style for the units. This design style will utilize decorative iron features, ornamental detailing, curved windows, columns, and light earth tones colors to create a well-designed product that will compliment this architectural style. Color combinations include a mix of earth tones colors such as light brown, white and blue accent colors located around the windows and doors. The units also incorporate architectural relief and elements such as stone veneer, faux shutters, decorative planter boxes and decorative lighting.

Associated project improvements include decorative lighting, landscaping, parking, and paving. The proposal has been designed to be compatible with and enhance the character of the surrounding neighborhood. The project site is physically suitable in size and shape to support the development of the proposed development. The maximum density of the Medium-Density Residential (R-2) zoning district is a maximum of 12 attached dwelling units per acre (du/ac) and the proposed project is designed with 9 du/ac, which is within the allowable density.

Grading/ Walls:

The parcel is rectangular shaped, elongated in the east to west direction. Topography is relatively flat. The site drains from the east towards the west and generally from the back of the site towards Tamarind Avenue. The applicant is proposing a decorative split-face block wall on the south side and wrought iron fencing with pilasters on the north side of the project site. Additionally, there will be a decorative wrought iron pedestrian walkway entrance on the west side, and the east side will share an existing block wall with the adjacent property.

Amenities:

The project includes two covered barbecue areas and a playground located at the northeast corner of the property. In addition to shared common space, each unit has a balcony and covered porch entryways.

Site Access/ Circulation/ Parking:

Access to the project site will be from Tamarind Avenue, which is identified as a local street. A driveway located along the southerly portion of the property will provide vehicular access for residents and guests.  The project is required to provide a minimum of 26 parking spaces, and the applicant is providing 26 parking spaces that include 18 garage, 5 unit assigned, and 3 guest parking spaces.

The project site has existing curb, gutter and sidewalks that will remain along Tamarind Avenue. The utility pole located on the west side of the project site will be removed for undergrounding of utilities.  The applicable building codes, zoning codes, and fire codes and standards will ensure a safe, attractive, and well-designed project.  As proposed, the project is consistent with the standards of the Zoning and Development Code.

Environmental:

The project is Categorically Exempt pursuant to Section No. 15332, (Class No. 32, In-Fill Development Project) of the California Environmental Quality Act (CEQA) and Section No. 3.22 of the 2019 Local Guidelines for Implementing CEQA. This project site is considered In-Fill Development and meets the CEQA requirements of an In-Fill exemption as follows: (1) The project is consistent with the Medium-Density Residential (R-M) General Plan land use designation and the Medium-Density Residential (R-2) zoning district; (2) The project site is less than five (5) acres at approximately 0.84 adjusted gross acres; (3) The project site is not within any known sensitive or threatened habitat area; (4) The project site will not have any significant effect related to traffic, noise, air quality, or water quality; and (5) There are adequate public utilities services for the development of the multi-family project.

MOTION:

Approve staff recommendation.
