ANALYSIS:
The applicant, CP Logistics Jurupa LLC, is requesting that the Planning Commission approve Tentative Parcel Map No. 23-013 (TPM No. 20467) and Design Review No. 23-020 for the development of a 384,817 square foot industrial commerce center building and associated improvements on an approximately 16.31 acre site located at the northwest corner of Jurupa Avenue and Calabash Avenue. A portion of the project site is currently developed with trucking and storage related uses and the remainder of the site is vacant and undeveloped.
Background
The Planning Commission previously approved a project on the subject site on March 1, 2022. That project, Master Case Number (MCN) 22-096, Tentative Parcel Map No. 21-020 and Design Review No. 21-037, included the development of three (3) industrial commerce buildings on a 13.98 net acre site. The project site included six (6) of the seven (7) parcels included in this parcel. The excluded parcel (APN 0236-161-18) was later acquired by the applicant.
Tentative Parcel Map No. 20467 (TPM No. 23-013)
Tentative parcel map 20467 will consolidate seven (7) parcels totaling approximately 16.3 acres into one parcel for the development of a 384,817 square foot industrial commerce building.
Design Review (DRP) No. 23-020
The development will be comprised of the construction of a 384,817 square foot industrial commerce building with 42 dock doors, 15,000 square feet of office space (including a 7,500 square foot mezzanine). The building design incorporates glazing and a variety of colors and materials that add visual interest to the proposed industrial commerce center building. Variations to the building faces and roof lines, with tower elements proposed at 45-feet add structural interest and will be aesthetically pleasing. The building incorporates ample windows, decorative wood-look tile, scoring, decorative lighting, cornices along the roof lines, metal canopies and a modern monochromatic color scheme (including black window frames and mullions). Project onsite improvements include parking, landscaping, lighting, and fencing. The project site is physically suitable in size and shape to support the development of the proposed facilities. The proposal provides a development that has been designed with features (architectural relief, landscaping, street improvements, and lighting), to enhance the character of the surrounding neighborhood.
Grading / Walls
The subject site is lower in elevation than the properties to the north and east. Therefore, fencing on the north property line and a portion of the eastern property line will include retaining walls of varying heights with a tubular steel fence on top. The project site will be fenced along property lines using either tubular steel or concrete tilt-up screen walls. The remaining property lines, or portions thereof, will be fenced with concrete tilt up screen walls. Entrances to the truck court will have tubular steel gates.
Site Access/ Circulation/ Parking
Access to the project site will be provided by one (1) driveway on Jurupa Avenue and three (3) driveways on Calabash Avenue. Two (2) of the driveways on Calabash Avenue will be used exclusively for passenger cars.
Off-site improvements will include sidewalks, curb, gutter, parkway landscaping, streetlights, and undergrounding of utilities. Applicable building codes, zoning codes, specific plan and fire codes and standards, will be met making for a safe, attractive, and well-designed project. The project design incorporates safety measures for automobiles and pedestrians in the area. As proposed, the project is consistent with the standards of the Southwest Industrial Park Specific Plan and applicable standards of the Zoning and Development Code.
Environmental:
Pursuant to Sections 15162 and 15164 of the California Environmental Quality Act (CEQA) Guidelines and Section 8.06 of the City of Fontana’s 2019 Local Guidelines for Implementing CEQA, an Addendum to the Southwest Industrial Park Specific Plan Program Environmental Impact Report (SWIP PEIR) (State Clearinghouse [SCH] No. 2009091089) has been prepared for this proposed project. The aforementioned PEIR adopted by the City Council on June 12, 2012, anticipated various types of warehouse uses.
The proposed project does not represent significant changes to the approved SWIP PEIR relative to CEQA since it does not change the assumptions, analysis, conclusions, or mitigation. The components of the proposed project do not alter the EIR project’s significance conclusions or represent significant new information. Additionally, the proposed project does not require major revisions to the aforementioned EIR, does not lead to new significant environmental effects, or does not lead to substantial increase in the severity of previously identified significant effects. The proposed project does not trigger any of the conditions that warrant preparation of a Subsequent EIR. Therefore, an Addendum to the EIR has been prepared for this proposed project and no further/additional CEQA review is required.
A MMRP was adopted as a part of the Approved Project FEIR that ensures the measures identified in the FEIR to mitigate impacts associated with implementation of the Approved Project are applied to subsequent development projects in the SWIP Specific Plan Update area. The previously adopted mitigation measures applicable to the Approved Project will be imposed as conditions of the Proposed Project, and the MMRP, as applicable to the Approved Project, is contained in Appendix A.
The Final Southwest Industrial Park Specific Plan Program Environmental Impact Report (SWIP PEIR) (State Clearinghouse [SCH] No. 2009091089) and the Addendum are posted on the City’s website. The SWIP PEIR can be found at <https://www.fontanaca.gov/1297/Southwest-Industrial-Park-Specific-Plan>>
The Addendum to the SWIP PEIR can be found at <https://www.fontanaca.gov/2137/Environmental-Documents>.
