ANALYSIS:
The applicant, The City of Fontana, is requesting that the Planning Commission approve Administrative Site Plan No. 22-050 for the development of Fontana Fire Station No. 80 comprised of a 14,663 square foot fire station, a 4,193 square foot training center and a 7,000 square foot training tower and associated improvements on an approximately 2.2 acre vacant site located on the northeast corner of Cherry Avenue and South Highland Avenue. In addition to the construction of the building, there are associated onsite improvements that include parking and paving, security walls and fencing, landscaping, and decorative lighting.
Administrative Site Plan No. 22-050:
The development will be comprised of two phases. Phase 1 of the project will include the construction of a 4,193 square foot (single-story) training center with public lobby/restrooms, offices, lockers and showers, training room, storage rooms and support spaces. Phase 1 will also include the construction of a detached 7,000 square foot (six-stories) training tower. Phase 2 of the project will include a 14,663 square foot (two-story) addition to the training center for a new fire station with crew dormitories, crew bathrooms, day room, dining room, kitchen, exercise room, offices, and apparatus support spaces.
The applicant has proposed a Spanish architectural style for the building. This design style will utilize curved windows, wood fascia trim, tower element, metal canopies, and tile roofing to create a well-designed product that will compliment this architectural style.
The project will create visual interest with architectural features such as glazing, metal canopies, stone veneer, tower elements, and complimentary colors and materials with variations to the building face and roof lines. The project has been designed to be aesthetically and architecturally pleasing and compatible with the surrounding area. Applicable building, zoning, and fire codes and standards will make for a safe, attractive, and well-designed project. The proposal has been designed to be compatible with the surrounding uses while providing a development that has been designed with features (architectural relief, landscaping, and lighting) that enhance the character of the surrounding area. The project site is physically suitable in size and shape to support the proposed fire station, training center and training tower.
The development will result in appropriate improvements, not only for the project site, but the surrounding area as well. Project features include sidewalks, drainage, grading, and perimeter walls and fencing to provide a safe and well-designed neighborhood. This project meets and exceeds the standards of the Zoning and Development Code and will provide a safe design for public access.
Grading / Walls:
The topography of the project site and adjacent parcels is relatively flat. The site drains from the east towards the west and generally from the back of the site towards Cherry Avenue. The applicant is proposing a decorative split-face block wall on the northside of the project site and wrought iron fencing with pilasters on the southside of the project site. A manual sliding security gate for passenger and emergency vehicle access will be located on the project northside and southside of the project site.
Circulation:
Phase 1 project ingress and egress will be through two driveways located along Cherry Avenue. The northern driveway will provide crew members and emergency vehicle access to a secured parking area and training grounds. The southern driveway will provide access to the visitor and training parking lot and will be used as a second point of access for crew members and emergency vehicles to a secured parking area and training grounds. The construction of phase 2 will result in the removal of the northern driveway.
Environmental:
An Initial Study /Mitigated Negative Declaration (IS/MND), and Mitigation Monitoring and Reporting Program has been prepared for this project pursuant to the California Environmental Quality Act (CEQA) and the 2019 Local Guidelines for Implementing CEQA.
