ANALYSIS:
The applicant, D.R. Horton, is requesting that the Planning Commission approve Conditional Use Permit No. 21-024-R1 and Design Review No. 21-049-R1 for revisions to a previously approved project to allow the development of a 132 unit residential neighborhood to include 80 attached townhome-style unis and 52 detached cluster units with associated improvements and amenities for the project site, located on the south side of Sierra Lakes Parkway and bounded by Lytle Creek Road to the west and Maloof Avenue to the east. The site is currently vacant.
Background
On June 21, 2022, the Planning Commission approved a tentative parcel map, tentative tract map, design review and conditional use permit for a Planned Unit Development for the Sobrato residential project, which included 143 condominium units (96 attached motorcourt units and 47 detached cluster units) as well as on-site amenities for active and passive recreational activities in a planned unit development.
Conditional Use Permit No. 21-024-R1 for a Planned Unit Development
The applicant is requesting approval for revisions to the approved Planned Unit Development (PUD) residential project. The currently proposal is for 132 condominium units (80 attached townhome-style units and 52 detached cluster units); the original approval consisted of 143 condominium units (96 attached motorcourt units and 47 detached cluster units). All originally approved on-site amenities for active and passive recreation will remain the same as originally approved.
The Zoning and Development Code establishes regulations and procedures for approval of planned unit development (PUD) projects. The stated purposes of a PUD include: to encourage more desirable living environments within the density standards of the general plan and zoning code, to encourage greater open space and amenities for visual enjoyment and recreational use, to encourage a more efficient, aesthetic, and desirable use of land, and to encourage variety in the physical development patterns of the city.
The applicant is proposing revisions to the PUD to reflect new architectural styles, residential unit types and entry statements. The proposed project, as detailed in the PUD, will provide unique and vibrant development with the incorporation of several passive and active recreational amenities throughout the community, as well as high quality architectural design. Thus, the proposed project meets the purpose and intent of the Planned Unit Development provisions of the Zoning and Development Code.
Design Review No. 21-049
The project features two architectural styles for the townhome-style units: Craftsman and Traditional. The Craftsman style buildings will feature cement roof tiles, vertical and horizontal siding, decorative window trim, earth-toned hues, and gabled roofs. The Traditional style buildings will feature cement roof tiles, decorative window shutters, corbels and wood outlookers. The attached townhome units will be in five-plex configurations. Each building will have a common driveway that will be used to access the garages for the units.
Three architectural styles are proposed for the detached motorcourt dwellings: Spanish, Ranch and Craftsman. The Spanish style homes will feature low “S” concrete roof tile, decorative clay pipes, smooth stucco and stone veneer. Ranch style homes will feature concrete roof tiles, stucco siding, wood shutters and gridded windowpanes. Craftsman style homes will feature flat concrete roof tiles, wood outlookers, board and batten siding, lap siding and stone veneer. The proposed detached cluster units are arranged along private drives and/or in clusters of four (4) to six (6) homes.
Amenities
Proposed amenities throughout the community continue to include a centrally located community pool and a pool building with restroom, a sun deck with lounge furniture and a gazebo with barbeque island and picnic tables. The community will also include a tot lot, paseos, a cornhole area and several passive recreational areas to gather.
Grading / Walls
The project site is slopes slightly from north to south. Retaining walls will be used along the northern, southern and eastern boundaries of the project site as well as in various locations within the site. Walls on those property lines will be a maximum of six feet in height, as measured from the higher elevation. Retaining walls will be five to six feet in height.
The walls around the community will be six (6) feel in height and constructed of split face masonry with a decorative cap. The entry statement will use development signage, split face masonry, stone veneer and wood accents.
Site Access/ Circulation/ Parking
The vehicular and pedestrian entry will be located on Lytle Creek Road. Emergency vehicle access points will be located on Lytle Creek Road and Maloof Avenue and will use tubular steel gates. The proposed access points and on-site circulation are substantially the same as shown on the previously approved site plan.
Environmental:
Pursuant to Sections 15162 and 15164 of the California Environmental Quality Act (CEQA) Guidelines and Section 8.06 of the City of Fontana’s 2019 Local CEQA Guidelines, an Addendum to the Lytle Creek Apartments Environmental Impact Report (EIR) (State Clearinghouse [SCH] No. 2005021054) was prepared for the original Sobrato project. The aforementioned certified EIR and adopted Addendum anticipated the development of a residential community and adequately identified potential impacts associated with this project. Based on the California Environmental Quality Act (CEQA), Sections 15162 through 15164 et seq, staff has determined that the previously adopted Addendum has adequately identified that there will be no impacts associated with the project, and that no substantial changes have been made and no new additional impacts beyond what was anticipated in the EIR and Addendum have been identified; therefore, no further environmental review is required for the proposed project. A Notice of Determination has been prepared for the project.
The Lytle Creek Apartments EIR and the Addendum prepared for the Sobrato project can be found at <https://www.fontana.org/2137/Environmental-Documents>.
MOTION:
Approve staff’s recommendation.
