COUNCIL GOALS:

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by focusing on relief of traffic congestion.

DISCUSSION:

The City of Fontana’s 7-Year Pavement Management Plan includes the Southridge Grid 53 Pavement Rehabilitation Project (“Project”).  The proposed improvements include the rehabilitation of existing asphalt pavement and the reconstruction of curb ramps.  The project will improve ride quality, increase pavement service life, and enhance the safety of both vehicular and pedestrian traffic.

On January 11, 2024, bids for this contract were opened.  A total of five (5) bids were received, ranging from $1,306,547.00 to $1,653,460.00.  Matich Corporation is the lowest responsive and responsible bidder in the amount of $1,306,547.00.  The Engineer’s estimate was $2,000,000.00.

Since the Project bids came in significantly lower than budgeted, it is recommended that available funds from the Project be used on another pavement rehabilitation project that needs additional funds: Sierra Avenue Pavement Rehabilitation Project between San Bernardino Avenue and Valley Avenue (Sierra Avenue Pavement Project).  The Sierra Avenue Pavement Project, also in the City of Fontana’s 7-Year Pavement Management Plan, opened bids for construction on January 25, 2024, and the lowest responsive and responsible bid was higher than the project budget. The council report to award and appropriate additional budget to the Sierra Avenue Pavement Project is also included in the agenda on February 27, 2024.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $1,306,547.00 for the full term of the construction contract and $130,654.70 for construction contingency. These amounts are included in the FY 2023-2024 available budget, in 37600061-601-A-8330 and 37600061-601-A-8331 respectively.

The recommended defunding in the amount of $400,000.00 from the project budget is not included in the FY 2023-2024 available budget and will be submitted in the next quarterly budget report in 37600061-601-A-8329.
