ANALYSIS:
The applicant, Herdman Architecture + Design, is requesting the Planning Commission review and approve Tentative Parcel Map No. 23-001 (TPM No. 20741) and Design Review No. 23-002 for development of a 275,560 square foot industrial commerce building.
Tentative Parcel Map No. 23-001 (TPM No. 20741):
Tentative Parcel Map No. 20741 will consolidate two (2) parcels (APNs 0234-071-26 and -27) into one (1) parcel of 11.2 acres for the construction of a new industrial commerce center building. Consolidation of the two parcels will allow for the development of the new building and associated improvements consistent with the Speedway Industrial District regulations. The resulting single parcel will comply with all applicable development standards of the Speedway Industrial District of the Southwest Industrial Park Specific Plan.
Design Review No. 23-002:
The development will be comprised of the construction of a new 275,560 square feet industrial commerce center building and associated improvements. The building will include 6,000 square feet of office/mezzanine space and potential second ancillary office/mezzanine space of a maximum of 6,000 square feet. In addition, the project will include 35 raised docking bays, one ground level bay door, on-site improvements to parking, landscaping, and lighting, and off-site improvements along Almond Avenue.
The architectural features for the building feature articulated building elements, mullions, vintage wood fiber cement cedar siding, and black aluminum canopies as decorative elements with low-reflective, blue-glazed glass. The exterior color palette for the proposed building is comprised of various neutral colors, including shades of white, and gray with blue accent colors. The variations to the buildings face and roof lines, and tower elements at a maximum of 45 feet in height will make the project architecturally pleasing and will be consistent with the surrounding area.
The project site is physically suitable in size and shape to support the development of the industrial project. Applicable building codes, zoning codes, and fire codes and standards will be met and make for a safe, attractive, and well-designed project. The project design incorporates safety measures for automobiles and pedestrians in the area. The surrounding uses are industrial in nature.
Grading / Walls
The grading is consistent throughout the site with a gradual slope from the northeast to the southwest of the project site, approximately 9-foot gradient difference. The adjacent properties, at the north, south, and east sides are typically higher than the finish grade of the project site. The adjacent property at the northeast corner of the property is approximately 6-foot higher than the finish grade of the project site. The adjacent property at near the southeast corner of the property at Section Line “E” is approximately 1-foot higher than the finish grade of the project site. The adjacent properties at the street, Almond Avenue, has no grade difference. The project site shall be graded to allow surface water to drain to individual area drain near the south area of the project site. The area drains will collect the nuisance water and gravity flow into designed chambers to treat the water prior to leaving the project site. The overflows from the chamber shall be piped to the paved public street.
The applicant proposes a combination retaining/concrete tilt-up screen wall that shall conform to the City standard specifications at a maximum of 14-foot of screen wall with a maximum of six-foot of retaining, to be located on three (3) side of the project site (approximately 1,960 linear feet). The retaining portion will tapper down to zero prior to the termination of the perimeter wall; in addition, the 14-foot-high screen wall will terminate prior to the street setback to the north of the property and just past the return wall at the edge of the truck court on the south side of the project site.
A 14-foot-high concrete tilt-up screen walls with an 8-foot metal gate will enclose the truck court to screen the loading bays and trailer parking spaces from the view of the Almond Avenue public right-of-way.
Site Access / Circulation / Parking
Access to and from the project site would be provided by two private driveways along Almond Avenue, a public street: one driveway at the northwest corner of the site and one driveway at the southwest corner of the site.
Environmental:
Pursuant to Section No. 15162 and Section No. 15164 of the California Environmental Quality Act (CEQA) Guidelines and Section No. 8.06 of the City of Fontana’s 2019 Local Guidelines for Implementing CEQA, an Addendum to the Southwest Industrial Park Specific Plan Program Environmental Impact Report (SWIP PEIR) (State Clearinghouse [SCH] No. 2009091089) has been prepared for this proposed project. The aforementioned EIR adopted by the City Council on June 12, 2012, anticipated various types of industrial commerce center building uses.
The proposed project does not represent significant changes to the approved SWIP PEIR relative to CEQA since it does not change the assumptions, analysis, conclusions, or mitigation. The components of the proposed project do not alter the EIR project’s significance conclusions or represent significant new information. Additionally, the proposed project does not require major revisions to the aforementioned EIR, does not lead to new significant environmental effects, or does not lead to substantial increase in the severity of previously identified significant effects. The proposed project does not trigger any of the conditions that warrant preparation of a Subsequent EIR. Therefore, an Addendum to the EIR has been prepared for this proposed project and no further/additional CEQA review is required. The SWIP PEIR can be found at <https://www.fontana.org/1297/Southwest-Industrial-Park-Specific-Plan>. The Addendum to the SWIP PEIR can be found at https://www.fontana.org/2137/Environmental-Documents <https://www.fontana.org/2137/EnvironmentalDocuments>.
