RECOMMENDATION:

Recommendation

1.                     Ratify the proclamation of the existence of a local emergency within the City of Fontana as a result of a powerful, slow moving, atmospheric river that struck California beginning February 3, 2024;

2.                     Adopt Resolution No. 2024-006, proclaiming the existence of a local emergency and waive the full reading.

COUNCIL GOALS:

•                     Improve public safety by minimizing impacts from disasters through emergency and disaster preparedness.

•                     Create and maintain a dynamic team by promoting stability and predictability by providing consistent policy direction.

DISCUSSION:

The City Council finds it necessary to declare a local state of emergency within the City of Fontana as a result of a powerful, slow moving, atmospheric river that struck California beginning February 3, 2024. These extreme weather conditions have caused significant road damage and clean-up throughout the City due to the significant amount of rain fall and flooding. These conditions pose imminent threats to public safety, transportation infrastructure, and essential services within the City.

Section 8-6 (a) (1) of the Municipal Code provides that the Director of Emergency Services may issue a proclamation declaring an emergency and issue such orders as necessary to protect life and property. Also, that any declaration they issue must be ratified by the City Council within seven (7) days.

The State of California and the County of San Bernardino each proclaimed a State of Emergency on February 4, 2024 (attached). A declaration of the existence of a local emergency will enable the City to access additional resources, implement emergency measures, and coordinate response efforts effectively.

FISCAL IMPACT:

The declaration of the existence of a local emergency may result in additional expenditures related to emergency response, recovery efforts, and repairs to public infrastructure. Staff will provide regular updates on the financial impact of these actions as more information becomes available.

MOTION:

Approve Staff Recommendation.
