DISCUSSION:
The City of Fontana Police Department’s contract for animal sheltering services with the County of Riverside will expire June 30, 2024. The current shelter will no longer provide services and an alternative facility was sought. All Fontana animals at the current shelter must be moved prior to the expiration of the current contract. Several shelters were contacted and unable to accommodate the City of Fontana’s volume of services needed. The City of San Bernardino proposed a plan for sheltering services. Due to our volume of services required, their current site will require significant infrastructure and shelter site improvements to properly serve our City.
The Agreement with the City of San Bernardino will commence on June 1, 2024, to avoid any lapse in service and to allow for the relocation of the currently housed animals. The City of Fontana’s share of the costs for the Shelter Improvements will be paid in twelve (12) quarterly payments in the amount of $72,821.00 (for a total of $873,851.00) beginning July 1, 2024. In addition, Animal Sheltering Services will be billed quarterly for services including shelter service, intake examinations/assessments, daily care for all animals, veterinary treatment, spay/neuter, adoptions, transfers, return to owners, euthanasia, and routine deceased animal disposal consistent with legal requirements.
The City of San Bernardino will bill additional costs for specialty services including large animal housing (Livestock, domestic cattle and equine), emergency veterinary visits, extra deceased animal disposal requests and additional supplies as needed.
The proposed agreement is attached and defines the terms, conditions, requirements, shelter services, and improvements in detail. Staff recommends approving this agreement to utilize the City of San Bernardino for animal sheltering services for a period of three (3) years June 1, 2024 - June 30, 2027, with the option to extend for up to two additional one (1) year terms. This is a temporary solution to our long-term sheltering needs. Staff will continue to explore long-term options for animal sheltering services and the exploration of any agreement to enter such long-term contracts will be separate from this interim solution.
FISCAL IMPACT:
Funding for the animal sheltering services is included in the Fiscal Year 2024/2025 Proposed Operating Budget in the General Fund 101 (10140221) Budget. Funding for the first quarterly payment, for the shelter improvements in the amount of $72,821, is being requested with the Mid-Year Budget Report and future quarterly payments will be requested with the supplemental budget.
MOTION:
Approve staff recommendation.
