RECOMMENDATION:
Recommendation
1. Approve a Funding Agreement Between OmniTrans and the City of Fontana Police Department for security guard services for sixteen (16) months with an additional one year agreement as long as it remains in the best interest of the city.
2. Authorize the City Manager or his designee to sign all related agreement documents including extensions or modifications for the security services as outlined in the funding agreement.

COUNCIL GOALS:
• Improve public safety by increasing operational efficiency, visibility and availability.
• Concentrate on Inter-governmental relations by working cooperatively with neighboring jurisdictions.
DISCUSSION:
The City currently provides Security Guard Services to the Fontana Metrolink Stations and will add one additional Security Officer to provide services to OmniTrans directly. The City contracts with American Global Security for security guard services at the Fontana Metrolink Station and other city facilities. The additional Security Officer will provide security services directly to employees, buses, and passengers at the Fontana Metrolink Station.
City of Fontana will serve as an independent contractor to OmniTrans. The City of Fontana will retain the right to exercise full responsibility for the supervision of the project, and over the employment, direction, compensation, and discharge of all persons assisting in the performance of the work funded by this agreement.
The term of the Funding Agreement is for the period commencing March 1, 2024 through June 30, 2025 with the option to renew for a one (1) year term. The Funding Agreement was reviewed by the City Attorney’s office. There is no cost to the city. (See the attached Funding Agreement for a detailed breakdown by year.)
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $233,000 and is included in the current 2023-24 budget and will be funded by OmniTrans.
