DISCUSSION:
The City of Fontana recognizes its diverse population, including residents who may not be proficient in English. To ensure equitable access to critical city services and information for all residents, its recommended that the City Council consider implementing a Non-English Translation Services Policy. This policy aims to establish guidelines and procedures for providing translation services in languages other than English for the priority areas of public safety, due process, property owner rights, compliance, and essential city services.
Identification of the language(s) to prioritize translation services will be based on US Census Data and the American Community Survey data. The 2020 Census Data and the 2021 American Community Survey (ACS) indicate that 15.1% of Fontana households have a Limited English Proficiency, with the primary language spoken in the home being Spanish. All other non-English primary languages were below 2% of the population in these data.
The implementation of this policy may require additional funding to procure translation services, train bilingual staff, and conduct outreach efforts.
It is recommended that the City Council approve the proposed Translation Services Policy to demonstrate the City's continued commitment to inclusivity, accessibility, and equitable service delivery for all residents.
FISCAL IMPACT:
The city anticipates an annual increase in costs related to translations services to be approximately $6000 per year. The budget for these services will be included in future budget requests as these services are finalized or extended.
