RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to execute a construction contract with LCR Earthwork & Engineering, Corp. for the construction of the Village of Heritage North, South, and West Pavement Rehabilitation Project, in the amount of $1,290,941.00 and authorize a 10% contingency in the amount of $129,094.10 (Bid No. DE-153-23-SB)
2. Approve and authorize the City Manager to execute any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the Village of Heritage North, South, and West Pavement Rehabilitation Project.

DISCUSSION:
The City of Fontana’s 7-Year Pavement Management Plan includes the Village of Heritage North, South, and West Pavement Rehabilitation Project. The proposed improvements include the rehabilitation of existing asphalt pavement and the reconstruction of curb ramps. The project will improve ride quality, increase pavement service life, and enhance the safety of both vehicular and pedestrian traffic.
On February 15, 2024, bids for this contract were opened. A total of eight (8) bids were received, ranging from $1,290,941.00 to $1,844,544.00. LCR Earthwork & Engineering, Corp. is the lowest responsive and responsible bidder in the amount of $1,290,941.00. The Engineer’s estimate was $2,200,000.00.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $1,290,941.00 for the full term of the construction and $129,094.10 for construction contingency. These amounts are included in the FY 2023-24 available budget in 37600056-601-A-8330 and 37600056-601-A-8331 respectively from the Capital Reinvestment Fund.
