•                     Concentrate on Inter-governmental relations by pursuing financial participation from county, state and federal governments.

DISCUSSION:

The City of Fontana receives Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD) each year. In order to receive these funds, HUD mandates that all entitlement communities receiving CDBG, HOME and ESG funds prepare and submit an Action Plan outlining the planned projects, one-year goals and budgets for the CDBG, HOME and ESG programs to be implemented in an effort to address the priority needs and goals identified in the 2020-2024 Consolidated Plan. Six of the seven priority goals will be addressed in the 2024-25 Action Plan. This Action Plan does not include any funds for public facilities and infrastructure activities.

As of this meeting, HUD has not announced its annual allocations for FY2024.  The budget specified in the draft report for next fiscal year is an approximation based on prior year allocations.  The budget will be modified accordingly once HUD announces the FY2024 allocations.  The City anticipates receiving $1.9 million of CDBG funds, $740,000 of HOME funds and $175,000 of ESG funds from HUD.  In addition, the City has $3,586,247 in carryover HOME funds set aside for future affordable housing projects and activities.
