DISCUSSION:

On April 28, 2017, the Governor of the State of California signed Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017.  The “Gas Tax” funds shall be for basic road maintenance, rehabilitation, and critical safety needs on both state highway and the local street roadway system.

SB 1 emphasizes the importance of accountability and transparency in the delivery of California’s transportation programs. Therefore, eligibility of Road Maintenance and Rehabilitation Account (RMRA) funding requires cities to adhere to specific documentation submittal to the California Transportation Commission (CTC).

Prior to the City of Fontana approving apportionment of the RMRA funds, a list of projects proposed to be funded by SB 1 must be adopted by the City Council at a regular public meeting.

For Fiscal Year 2024-25, it is anticipated the City will receive $5,472,951.00 of SB 1, RMRA funds.

The Public Works & Engineering Department has identified the following list of projects for SB 1, RMRA funding use:

•                     Beech Avenue Pavement Rehabilitation (I-15 freeway to Curtis Avenue)

•                     Jurupa Avenue Pavement Rehabilitation (Sierra Avenue to Tamarind Avenue)

•                     Marygold Avenue Pavement Rehabilitation (Sierra Avenue to Alder Avenue)

•                     Village of Heritage East Lincoln Loop Pavement Maintenance and Rehabilitation (residential and collector streets between Grand Avenue and East Liberty Parkway, and between Baseline Avenue and Foothill Boulevard)

•                     Southridge Grid 52 Pavement Maintenance and Rehabilitation (residential streets between Beech Avenue and Citrus Avenue, and between Jurupa Avenue and Jurupa Hills)

•                     Hunters Ridge / Coyote Canyon North Pavement Maintenance and Rehabilitation (residential streets north of Duncan Canyon Road to City limits and west of Cherry Avenue to City limits)

•                     Hunters Ridge / Coyote Canyon Central Pavement Maintenance and Rehabilitation (residential streets south of Duncan Canyon Road to the SCE right of way, and east of Cherry Avenue to Coyote Canyon Road)

•                     Grid 47 Residential Pavement Maintenance and Rehabilitation (residential streets between Oleander Avenue and Sierra Avenue, and between Slover Avenue and Santa Ana Avenue)

•                     Grid 48 Pavement Maintenance and Rehabilitation (residential and collector streets between Sierra Avenue and Tamarind Avenue, and between Santa Ana Avenue and Jurupa Avenue)

•                     Sierra Avenue Pavement Rehabilitation (Summit Avenue to Sierra Lakes Parkway)

•                     Merrill Avenue Pavement Rehabilitation (Sierra Avenue to Alder Avenue)

Estimated useful life will be five (5) to fifteen (15) years.  The anticipated year of construction will be 2024 through 2025.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $5,472,951.00, which is the total estimated revenue in Fiscal Year 2024-2025 RMRA funding (Fund 283). The total revenue and individual projects requests are included in the FY 2024-25 budget and will be revised at future quarterly adjustments if needed.
