COUNCIL GOALS:
• Improve public safety by utilizing other city programs to help reduce crime.
• Operate in a businesslike manner by improving services through the effective use of technology.
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
On August 23, 2022, and September 13, 2022, San Bernardino County approved ratifying two contracts with the City of Fontana in the not-to-exceed amount of $1,545,000 for the Jack Bulik Park Improvement Project and not-to-exceed amount of $530,000 for the Veterans Park Improvement Project to increase the park usage and enhance the user experience utilizing the American Rescue Plan Act (ARPA). The City evaluated both parks and determined that it needed to increase the security infrastructure in Jack Bulik and Veterans’ Park to increase park usage and enhance the user experience.
On September 28, 2023, the City requested, and the County approved to amend the scope of both contracts. For Jack Bulik Park, the contract was amended in the not-to-exceed amount of $1,415,000 included the installation of security cameras, fiber optic lines, paint pickleball, and adjusting existing scope’s cost allocation. For Veterans Park, the contract was amended in the not-to-exceed amount of $660,000 included the installation of security cameras and fiber optic lines.
The purpose of the project is to increase the security footprint in locations where both Jack Bulik and Veteran’s Parks have had significant spikes of vandalism in the last 24 months. Adding video surveillance to these locations will hopefully not only deter some of these activities but also enhance the public safety for our residents.
In addition, these cameras, for which recordings will be stored for 12 months, should greatly deter criminal activity, and assist law enforcement with the identification of those who continue to commit crimes. This will save the City countless amounts of dollars by limiting City property from being damaged, as well as freeing up employees to focus on priority projects.
There will be 15 camera locations at Jack Bulik Park - 6 will have pan-tilt-zoom (PTZ) cameras that can zoom in on various locations throughout the park. Veteran’s Park will have 5 camera locations. These will also have PTZ cameras, essentially covering most of the park. These cameras will all be connected to the City’s video management system via fiber back to the Police Department. Our dispatch center will be able to view both parks at all hours of the day, should a live incident occur. This will also offer better safety for the officers when responding to calls at either location.
The formal bidding process has been completed in conformance with the City’s purchasing policies. IT staff evaluated the seven (7) proposals received with assistance from the City’s Purchasing Division and two (2) proposal did not meet the requirements. Staff recommends that Avante Technologies of Los Angeles, CA, be the selected vendor because they offer the most complete and thorough response and have a competent infrastructure setup. In their proposal, each park will use Wi-Fi antennas to connect the cameras back to the network closet at their respective location.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $84,206.21 for the Jack Bulik Park and $50,334.53 for the Veterans Park. The available budget is included in the FY23/24 budget in the Jack Bulik park Improvement Project # 37200006-304-B and the Veterans park Improvement Project #37200007-304-B. The re-allocation of amended scope will be submitted in the future quarterly budget report.
