DISCUSSION:
The Administrative Policy Manual (Manual) is a document containing administrative regulations, procedures, and policy statements that guide the decisions and actions of all City employees and volunteers. Included in the Manual are policies that affect the majority of the departments or employees. This item proposes revisions to Policy Sections 20-37: Gift(s) of Tickets and/or Passes and 20-55: Purchasing Card (Cal-Card).
On March 22, 2011, the City Council approved Administrative Policy Section 20-37 (Gifts of Tickets and/or Passes) establishing guidelines for distributing discounted, free, or purchased tickets and/or passes in furtherance of governmental and/or public purposes as required under Fair Political Practices Commission ("FPPC") California Code of Regulations, Section 18944.1. The City desires to update its policy to include the Stage Red Venue. The City Council approved an Operating Agreement with ASM Global, LLC on February 13, 2024. Under said Operating Agreement and as owners of the facility, the City is entitled to ten seats for all events at Stage Red. The proposed amended Administrative Policy conforms to the requirements of Section 18944.1.
Additionally, the City’s current purchasing card practices are governed by the Administrative Policy - Purchasing Card (Cal-Card) Section 20-55 which was approved by Council on December 12, 2006. The purpose of the policy is to promote operational efficiency and to simplify the internal ordering process for the purchase of supplies, materials, equipment, and services utilizing a Purchasing Card. The Purchasing Card was originally established through the State of California to provide efficient means to reduce the costs associated with initiating purchase orders and processing individual checks for small dollar amount transactions.
With the attached resolution, staff is recommending updating the Administrative Policy, Purchasing Card Section 20-55 to grant the City Manager authority to amend the policy to provide for flexible transactional limits on purchases made by city staff and to bring outdated purchasing card policies and procedures current.
FISCAL IMPACT:
There is no fiscal impact from adopting these policy changes.
MOTION:
Approve staff recommendation.
