DISCUSSION:

On April 16, 2024, the Purchasing Division solicited a Request for Qualifications (DE-24-195-SQ) to establish a list of pre-qualified firms of various disciplines for Professional Engineering and Public Works Services for various City-wide projects and other professional services. The Request for Qualifications consisted of Project Management, Construction Management, Engineering Design, Landscape Architecture Design, Architecture Design, Geotechnical, Pavement, and Material Testing, Inspection, Landscape Inspection, Survey, Water Quality Compliance, Right of Way Acquisition, Right of Way Appraisal, Grant and Funding Administration, Land Development Improvement Plan Checking, Land Development Map Checking, Land Development Drainage Study and Sewer Area Study, Traffic Studies, Reports, Design Plans, and related Environmental Documents Preparation and Review, Comprehensive Transportation Planning and Design Support, Traffic Signal Design and Operation Support, Aquatic Design Services, Electrical Engineering Design, and HVAC Mechanical Design.

Purchasing notified 1,994 firms via the City's online bid system. The bid closed on May 14, 2024, and Purchasing received proposals from 79 professional engineering firms. The firms were selected based on City policies for professional services criteria.

The Qualified List of Professional Public Works and Engineering Services opens competitive opportunities to selected firms to assist the City in continuing to process and review the large volume of capital improvements, land development, traffic, and public works projects. The qualified list can be used by various departments to provide professional services for the City. When the firm is selected for on-call services or specified professional services, a task order to the master agreement will identify the specific project, scope of services, dollar amounts, and expiration date. This process is consistent with the current process established by the Purchasing Division.

FISCAL IMPACT:

Firms will be utilized only for projects and/or services that have an approved annual budget.

MOTION:

Approve staff recommendation.
