COUNCIL GOALS:

•                     Operate in a businesslike manner by correcting problems immediately.

•                     Provide a diverse range of housing types and levels of affordability while addressing homelessness in the community by acquisition, substantial rehabilitation, and professional management of selected multi-family properties to provide more affordable units and reduce crime and code enforcement activity.

•                     Concentrate on Inter-governmental relations by pursuing financial participation from county, state, and federal governments.

DISCUSSION:

The City of Fontana has determined Homelessness and Homeless prevention as a top priority and has previously instructed staff to take all feasible actions in support of the City’s homelessness prevention plan.

On May 28, 2024, the City Council approved an agreement for hotel management services for the Homelessness Prevention Resource and Care Center (HPRCC) with KC Management, LLC.  The agreement was approved as sole-source to ensure the continuity of services by the previous property owners while the City conducted a second request for proposals (RFP) due to the first RFP being cost prohibitive.  The approved amount of the agreement was $120,000 and this item requests the necessary budget to execute the contract outside of the quarterly budget process.

In connection with the hotel management for the HPRCC, the Homeless Resources Strategic Analysis & Services Implementation project encompasses a broad range of services, including job training, healthcare, and counseling, crucially supporting the city’s homeless population that will be provided at the HPRCC. Continued dedication to these initiatives is key to achieving lasting success in the City’s battle against homelessness. To further the City’s proactive, multi-faceted approach in addressing homelessness, staff is recommending procuring the services of Pursuit 360 Strategies to maintain a strategic focus on safety, housing-first policies, and comprehensive community services while adaptively responding to emerging challenges.

Staff is recommending procuring the services of Pursuit 360 Strategies due to their existing partnership with KC Management under the Purchasing Policies and Procedure Manual Section 3.1.5 as the circumstances permit the use of the Non-Competitive Proposal method to maintain the continuity of the services.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $170,000 for both the previously approved property management agreement with KC Management and Pursuit 360 Strategies’ proposal for a minimum of 64 hours/month with a monthly minimum retainer of $8,320 for a minimum term of 6 (six) months.

These items will be funded by special benefit fees generated by Cannabis retail operations with an increase appropriation in ORG 10130103 in the amount of $170,000. The required budget adjustments will be included in the FY2023-24 4th quarter budget report.

MOTION:

Approve staff recommendation.
