COUNCIL GOALS:
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the City's existing infrastructure.
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
The Arrow Blvd Sewer Main Improvement project consists of the conversion from septic to sewer system on Arrow Boulevard between Ilex Street to Beech Avenue, Cherry Avenue from Arrow Boulevard to Foothill Boulevard, and Beech Avenue from Arrow Boulevard to Foothill Boulevard as identified in the City’s Sewer Master Plan. The project’s infrastructure goal is to construct sewer mainlines to fully serve the identified locations, including but not limited to reconstruction of curb, gutter, and ADA complaint curb ramps necessary as a result of street rehabilitation improvements and warranted by the project.
As a sewer infrastructure project, this project will utilize funds from the American Rescue Plan Act (ARPA) under the Water, Sewer and Broadband Infrastructure Federal Use category. BB&K, the City’s legal counsel, reviewed and approved the ARPA eligibility of the Septic to Sewer project under Federal Use Category 5 Infrastructure subsection 5.18 Water and Sewer: Other. Additionally, this project is included as part of the council approved ARPA expenditure plan.
Since the City of Fontana maintains sewer within the Western Sphere area, the City will complete the design of sewer design and the County will take over the construction of the project.
Staff solicited and Request for Proposal by notifying 46 prequalified firms through the Purchasing Office. Forty-two (42) prospective firms downloaded the RFP documents, and a proposal was received from three (3) engineering firms interested in providing design services for the project on May 23, 2024. The proposal was evaluated based on several considerations including experience with similar work, understanding of scope and issues, along with available staff and schedule. The proposals fee had the range of $355,618 to $625,931.09. As a result, the staff recommends approval of a Professional Services Agreement with TKE Engineering, Inc. for Engineering Design Services for the above-mentioned project. The total not-to-exceed amount of the professional service agreement is $355,618 and includes optional tasks.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $355,618 for the full term of the Professional Services Agreement. This amount is included in the FY 2023-24 budget in 37600036-302-A-8118 from the ARPA 302 Fund.
MOTION:
Approve staff recommendation.
