Recommendation
Authorize the City Manager to execute purchase orders for decorative wrapping of traffic signal controller cabinets in the amount of $366,770.91 with Econolite as sole source.

DISCUSSION:
The City of Fontana has committed to the beautification of the existing traffic signal facilities by wrapping the traffic signal controller cabinets with decorative artwork. The artwork will feature City images reflecting different themes and eras of the City of Fontana.
Due to the different configuration of the existing traffic signal controller cabinets, the project was divided into two phases. The purchase order of the first phase was executed on April 16, 2024, for decorative wrapping on forty (40) existing standard traffic signal controller cabinets within the Baseline, Foothill, and Sierra Avenue corridors in the amount of $99,805.11. The project was funded by Assemblymember Eloise Gomez Reyes as part of the Downtown Fontana Revitalization Plan.
The second phase of the project will wrap the nineteen (19) existing traffic signal controller cabinets with attachments and replace nine (9) damaged traffic signal controller cabinets with decorative wrapping in the amount of $266,965.80.
The combination of the two purchase orders will exceed the City Manager’s authorization amount; therefore, staff requests the City Council to approve the cumulative amount of $366,770.91 for the project. In addition, since all traffic signal controller cabinets within the City are supplied by Econolite that has been designated sole source manufacturer of traffic cabinets.
In order to maintain an efficient and reliable traffic signal system and to minimize operating, programming and maintenance costs, it was essential to utilize a single manufacturer for the traffic signal system. Electronic components, within a traffic signal system, must be compatible in order for the system to operate accurately and effectively. Designating Econolite was to ensure that standardization and quality levels are maintained, and signal installations are compatible with City’s existing traffic signal system. The wrapping of the cabinets was also performed by Econolite to maintain the warranty of the cabinets.
FISCAL IMPACT:
Funds in the amount of $366,770.91 were approved by the City Council as part of the Fiscal Year 2023-24 Budget and at the subsequent 2023-24 Mid-Year Budget Report. The funds for wrapping of forty (40) cabinets were approved in the amount of $99,805.11 in grant project 37600075. Funding for wrapping of the nineteen (19) additional cabinets and replacement of the nine (9) damaged cabinets with pre-wrapping in the amount of $266,965.80 is available in general fund 10137505.
