COUNCIL GOALS:

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the City's existing infrastructure.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

DISCUSSION:

The Cypress Avenue Storm Drain project includes installation of a new storm drain system along Cypress Avenue from Orange Way to Foothill Boulevard, and along Foothill Boulevard from Cypress Avenue to Sierra Avenue. A new raised landscaped median will also be extended on Foothill Boulevard from 600 feet east of Cypress Avenue to Sierra Avenue. These improvements are being designed to control storm water flow through these roadways. This project is part of a comprehensive Master Storm Drain system to provide flood protection to this area.

Staff released a Request for Proposals (RFP) for Geotechnical Engineering and Materials Testing Services by notifying firms through the City’s online bid system. Six (6) prospective bidders downloaded the RFP documents. On June 6, 2024, proposals were received from four (4) firms interested in providing geotechnical engineering and materials testing services for the project. Proposal pricing ranged from $236,896.00 to $271,935.00. As a result, staff is recommending awarding the Task Order to Fenagh for Geotechnical Engineering and Materials Testing Services based on being the best value to the City.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $236,896.00 for the full term of the project. Budget is included in the current FY2024-25 budget in Storm Drain Fund 622, project 37603361.

MOTION:

Approve staff recommendation.
