COUNCIL GOALS:

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by focusing on relief of traffic congestion.

DISCUSSION:

On May 14, 2024, the City Council approved allocating $4,687,542 of unspent General Funds from the previous year to street repair and maintenance as part of the Fiscal Year 2023/2024 Third Quarter budget report. The Public Works & Engineering Department utilizes these funds to repair damaged street pavement at various locations where the City receives the most frequent pavement reconstruction and pothole repair requests. The proposed street pavement repair will improve ride quality and enhance safety. In addition, the work will also minimize Public Works’ maintenance efforts.

On May 20th, 2024, Engineering staff solicited a Request for Proposal (RFP) for Engineering Design Services by notifying forty-five (45) pre-qualified firms through the Purchasing Office.  Eight (8) prospective bidders downloaded the RFP documents.  On June 6, 2024, proposals were received from five (5) firms interested in providing design services for the project.  The received proposals for the project ranged in cost from $118,566.00 to $179,915.00.  Proposals were evaluated and ranked in accordance with City policies and procedures.

Engineering staff recommends that the City Council approve a Task Order Agreement in the amount of $118,566.00 with Engineering Resources of Southern California (ERSC) for the Engineering Design Services for the Pavement Rehabilitation Project (2024). ERSC proposed the lowest fee while demonstrating their relevant experience and project understanding.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $118,566.00 for the Task Order. Funds are included in the 2024-25 revised budget in project 37604103, Fund 601 - Capital Reinvestment as part of the prior year carryforward budget as authorized by the City Council.

MOTION:

Approve staff recommendation.
