DISCUSSION:
On July 12, 2022, the City Council authorized the award of a construction contract to the lowest responsible/responsive bidder (KDC Inc.) in the amount of $650,088.00 with a 10% contingency in the amount of $65,008.80 for the Citrus Avenue at Ceres Avenue Traffic Signal Project (#37603355). The proposed improvements for the project consisted of installing two new signals on Citrus Avenue to aid in circulation and ease congestion. One signal is located at the intersection of Citrus Avenue and Ceres Avenue, while the second is located at the at-grade Metrolink crossing just north of the intersection.
Following entering into a contract in July 2022, staff encountered procurement and several unforeseen delays, including additional railroad flagging costs, execution of SCRRA contract amendments, signal cabinet upgrades, and additional railroad improvements. These resulted in a project completion date of June 2024. KDC Inc. completed construction of the project on June 14, 2024. The project was successfully completed for the final contract amount of $709,202.21, an increase of 9.09% from the original contract amount of $650,088.00, and $5,894.59 under the total authorized budget. All work has been completed to the satisfaction of the City.
FISCAL IMPACT:
As part of the action to accept the construction of the Citrus Avenue at Ceres Avenue Traffic Signal Project (#37603355) as complete, the City will take over the operation and maintenance of this public infrastructure. Appropriate funding for the maintenance work is included in the FY 2024-25 revised budget under the Public Works Department, Utilities and Streets Division.
MOTION:
Approve staff recommendation.
