COUNCIL GOALS:
• Improve public safety by increasing operational efficiency, visibility and availability.
• Improve public safety by minimizing impacts from disasters through emergency and disaster preparedness.
• Create and maintain a dynamic team by promoting stability and predictability by providing consistent policy direction.
DISCUSSION:
The City of Fontana Emergency Management Training Policy aims to improve public safety during emergencies and disasters. Implementing this policy enhances the preparedness and operational readiness of City personnel. While first responders are consistently trained and activated to manage incidents, other City staff may be activated for incidents that, due to their scale or complexity, require coordination of resources beyond field response. This policy prepares City staff for their roles in support of disaster events, such as those that involve multiple agencies and jurisdictions, necessitate the dissemination of public information to the community, require prolonged response and recovery operations, or demand strategic decision-making and policy direction from City leadership.
The Emergency Management Training Policy mandates continuous training for City staff, ensuring they are prepared to act swiftly and effectively in coordination, planning, and support functions that ensure effective response and recovery before, during, and after an incident. The training complies with Federal and State regulations, specifically the Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS). The policy’s strategic approach directs resources towards the most critical training needs, supporting high standards of disaster preparedness and maintaining a dynamic, well-prepared team. As a result, residents receive timely and effective assistance during emergencies, ultimately safeguarding lives and property.
FISCAL IMPACT:
Internal resources and grant funding will be leveraged whenever possible. Additional costs for training are not anticipated but may arise in the future.
