DISCUSSION:
The San Sevaine Trail Phase 1, Segment 2 Project is a 1.25-mile long multi-user trail beginning at the Pacific Electric Trail in the City of Fontana to Banyan Street in the City of Rancho Cucamonga. The trail will be constructed along the west side of the Etiwanda Creek/San Sevaine Flood Control Channel.
In September 2023, the City Council accepted a CRP Grant from San Bernardino Transportation Authority (SBCTA) and SCAG in the amount of $2,721,400 for the San Sevaine Trail Phase 1, Segment 2 Project. The project was released for bid in Fall 2023 and the lowest bid received was approximately $3.5 Million higher than the allocated budget, creating a project shortfall. To ensure the project stayed on schedule with the SCAG Transportation Control Measure (TCM) Designation committing the project to a timely completion, a construction contract was awarded by the City Council in December 2023.
SBCTA agreed to work with the City to apply for additional CRP funding to offset the local funds that were needed to fully fund the construction project. In June 2024, the City was notified by SBCTA that additional CRP funds in the amount of $1,500,000 were approved by the SCAG Regional Council for the project.
Construction of the project began in May 2024 and is expected to be completed in early 2025.
Staff requests that the City Council accept the grant and authorize staff to appropriate the additional grant funds as required and request reimbursement as the project progresses.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is an increase in revenues and appropriations of $1,500,000 in Fund 301 for the San Sevaine Trail Phase 1, Segment 2 Project 37600345-301-C-8330 and will be included in the FY2024-25 First Quarter Budget Report.
MOTION:
Approve staff recommendation.
