Recommendation
1. Adopt the City of Fontana Emergency Management Strategic Plan.
2. Authorize the Emergency Services Coordinator to implement the Strategic Plan.
3. Approve the strategic objectives and related actions outlined in the Strategic Plan.

COUNCIL GOALS:
• Improve public safety by minimizing impacts from disasters through emergency and disaster preparedness.
• Increase citizen involvement by informing the public about issues, program, and accomplishments.
• Create and maintain a dynamic team by promoting stability and predictability by providing consistent policy direction.
DISCUSSION:
The City of Fontana Emergency Management Strategic Plan identifies key issues, overarching goals, and strategic objectives to build a robust and capable emergency management program. This plan is designed to foster a disaster-ready and resilient community through comprehensive strategies for resource allocation, staff activities, funding, planning efforts, and preparedness measures.
The Strategic Plan emphasizes community resilience and engagement by educating the public on disaster readiness, increasing community involvement through programs like the Community Emergency Response Team (CERT), and strengthening partnerships with other agencies. Emergency planning is enhanced through the development and maintenance of comprehensive plans, including the Emergency Operations Plan, Local Hazard Mitigation Plan, and Integrated Preparedness Plan. Additionally, the Strategic Plan focuses on maximizing operational coordination and response by providing consistent training, improving communication, and ensuring the availability of essential resources and supplies.
