COUNCIL GOALS:

•                     To enhance the local environment for future generations and create a healthy economic and environmental future by committing to purchasing specific products and goods that are climate friendly.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the City's existing infrastructure.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

DISCUSSION:

The Public Works & Engineering Department is responsible for improving and maintaining city-wide streets, alleys, and parking lots through various Capital Improvement Program (CIP) projects.  All current CIP projects are included in the City’s 7-year CIP and 5-year Pavement Management Plan.

In delivering the projects, Engineering staff continuously researches the most economical and efficient pavement treatment technologies available.  One of pavement resurfacing treatment methods the staff considered is the Central Mix Rubberized Emulsion Aggregate Slurry (REAS) application, which can be used in lieu of a mill and overlay on streets with the optimal conditions.  This application can maximize the City’s budget while benefiting from reliable product if appropriately used.

While preparing to establish an on-call contractor, it came to staff’s attention that the County of Los Angeles had already solicited and selected an on-call contractor for the application.  Thus, staff recommends using a Cooperative Purchase Agreement with the County of Los Angeles for these services per Fontana City Code Section 10-152.  The cooperative purchase or “piggy-back” method of procuring goods or services by utilizing another public entity’s award of invitation to Bid or Request for Proposal which produces efficiencies by reducing duplication of effort.

The contract contains various pay items related to the treatment, and the contractor shall agree to extend the unit prices to the City of Fontana.  Engineering staff finds the prices reasonable and can be applied for currently budgeted pavement resurfacing projects with no fiscal impact.

FISCAL IMPACT:

There is no fiscal impact associated with this action.  Engineering staff will use the contract when determined appropriate for the currently budgeted projects and it is estimated that required services for 2024-25 will be between $1.5 to $2.0 million.

MOTION:

Approve staff recommendation.
