.
DISCUSSION:
The City Council has determined homelessness and homeless prevention as a top priority and has previously instructed staff to take all feasible actions in support of the City’s homelessness prevention plan.
In February of this year, the City issued a Request for Proposals (RFP) DE-24-140-SP for two phases of planned operation and case management to provide “Interim Housing Operator and Wellness Services” for the Homelessness Prevention Resources and Care Center (HPRCC) to assist with homelessness in the City. The facility is slated to function as interim housing and operate to provide 24-hour care and monitoring seven days a week, 365 days a year while providing a safe shelter, as well as basic needs, and social service assistance. The RFP resulted in two respondent proposals that did not fully address each of the phases of property management and case managements services.
On May 28, 2024, the City Council approved an agreement for the hotel management services phase of the Homelessness Prevention Resource and Care Center (HPRCC) with KC Management, LLC. The agreement was approved as sole source to ensure the continuity of services by the previous property owners while the City conducted a second request for proposals (RFP) due to the first RFP being cost prohibitive.
Staff has since determined that issuing a second RFP for the second phase of services would be impractical and not in the best interest of the City due to the urgent need for case management at the hotel.
Simba Center, a registered 501 (c)(3) non-profit, community-based and medical
clinic providing health and wellness services for unhoused, low-income, and uninsured community members. Their proposal includes staffing, direct costs and administrative costs for a Wellness Team with four case managers, one peer support specialist and one director. The Wellness Team will provide crucial one-on-one support to the homeless and at-risk community throughout the City of Fontana and San Bernardino County and assist with transitional housing programs, provide health services and other public benefits and create a path towards permanent housing solutions. They currently provide similar wrap around services in the City of Victorville, CA
City staff is satisfied based on its investigation that Simba Center offers the greatest demonstrated competence and qualifications necessary for the satisfactory performance of the professional services required at a fair and reasonable price.
To prevent further delay in providing interim housing and case management for the homeless, staff is recommending procuring the services of Simba Center under the Purchasing Policies and Procedure Manual Section 3.1.5 as the circumstances permit the use of the Non-Competitive Proposal method as a single or sole source. This item requests the necessary budget to execute the contract outside of the quarterly budget process.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $500,000 and is not included in the 2024-25 Revised Budget. This agreement will be reimbursed by the County of San Bernardino and the required budget adjustments will be included in the next quarterly budget report.
