• Increase citizen involvement by informing the public about issues, program, and accomplishments.
• Concentrate on Inter-governmental relations by pursuing financial participation from county, state and federal governments.
DISCUSSION:
As an entitlement jurisdiction of the U.S. Department of Housing and Urban Development (HUD), the City of Fontana is required to annually prepare and submit the Consolidated Annual Performance and Evaluation Report (CAPER) to HUD. The CAPER document summarizes the City’s use of federal entitlements in a given fiscal year.
In fiscal year 2023-2024, the City of Fontana received $1,978,958 in Community Development Block Grant (CDBG) Program funds, $738,533 in HOME Investment Partnerships (HOME) Program funds, and $175,340 in Emergency Solutions Grant (ESG) Program funds. The 2023-2024 CAPER evaluates the City’s achievement of goals established in the One-Year Action Plan for FY 2023-2024 and assesses the City’s overall performance during fiscal year 2023-2024 in meeting priorities
identified in the first year of the City’s adopted Five-Year Consolidated Plan (2020-2024).
This is the final year the CAPER will provide a summary of outcomes associated with HUD funding allocated through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Through this Act, the City received $2,467,484 in additional CDBG funds and $3,514,507.50 in ESG funds specifically earmarked to respond to the effects of the COVID-19 pandemic. All program funds for both COVID funding sources have been fully expended.
In fiscal year 2023-2024, the City of Fontana successfully carried out the actions outlined in both the One-Year Action Plan and the Consolidated Plan.
As required by HUD, a preliminary draft of the CAPER has been made available for public review for a minimum of 15 days. From September 6th through September 24th, 2024, copies of the draft CAPER were available to residents of the City of Fontana and other interested parties on the City’s webpage and various City buildings.
Notice of availability of the CAPER and invitation to comment was published in the Press Enterprise, the San Bernardino Sun and El Chicano newspapers.
FISCAL IMPACT:
