RECOMMENDATION:

Recommendation

Approve and Authorize the City Manager to Enter into an Agreement Installation of a Valve Automation Facility within Veterans Memorial Park by Southern California Gas Company; and Authorize the City Manager to execute any and all documents related to this Agreement.

End

COUNCIL GOALS:

•                     To invest in the City's infrastructure (streets, sewers, parks, etc.) by maintaining and improving the City's existing infrastructure.

•                     To invest in the City's infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

DISCUSSION:

In 2011, the California Public Utilities Commission (CPUC) ordered all natural gas transmission operators in the State of California to develop an Implementation Plan to achieve the goal of orderly and cost-effectively testing or replacing all natural gas transmission pipelines in their system that have not been pressure-tested. As a result, the Pipeline Safety Enhancement Plan (PSEP) was established to promote the continued safety and integrity of natural gas transmission pipelines.

As part of implementing the PSEP, Southern California Gas Company (SCGC) identified an existing valve and blowdown assembly located in Merrill Avenue between Mango Avenue and Palmetto Avenue to be upgraded.  The proposed upgrade will provide Automatic Shut-Off Valve/Remote Control Valve capabilities through the installation of a new actuator encompassed by a new vault and related facilities. Furthermore, two blowdown assemblies will be installed. Two new vaults will be installed to gain access to the blowdown assemblies.

The existing valves and blowdown assembly located in Merrill Avenue will be removed and the new automated valves and blowdown assemblies will be constructed within Veterans Memorial Park in the location shown on Exhibit “B2” of the agreement.  The new facility will be enclosed by a retaining wall and wrought iron fence.

The agreement describes the type, use, and location of easements and construction license necessary for SCGC to build, maintain, and operate the new facility:

•                     Exclusive Easement for permanent SCGC facilities within the fenced area as described and shown on Exhibits “B1” and “B2”.

•                     Non-Exclusive Easement for SCGC transmission pipe located between Merrill Avenue and the new permanent SCGC facility as described and shown on Exhibits “B1” and “B2”.

•                     Temporary Construction License and Right of Entry for construction of permanent SCGC facility as described and shown on Exhibits “C1” and “C2”.

Two palm trees shall be removed as shown in Exhibit “D” of the agreement. The agreement includes an appraisal of the land to be encumbered by the easements as described above.  In exchange for the rights to use the City owned property for Exclusive, Non-Exclusive and Temporary uses, SCGC shall compensate the City for the amount of $59,662.

FISCAL IMPACT:

The agreement results in Southern California Gas Company fairly compensating the City in exchange for exclusive, non-exclusive, and temporary rights on City property, therefore, there is no fiscal impact to City resources at this time.

MOTION:

Approve staff recommendation.
