COUNCIL GOALS:
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
The Public Works/Engineering Department (Street and Utility Division) is responsible for maintaining a network of existing sidewalks, pedestrian access ramps, curbs, gutters, driveway approaches, and other miscellaneous concrete improvements.
On June 6, 2024, Street and Utility Division advertised the project for sidewalks, curbs, gutters, curb ramps, walkways, cross-gutters, and driveway approaches within Map Grid 19 which includes north to south Baseline Avenue to Foothill Boulevard and East to West Citrus Avenue to Beech Avenue. The bid was sent to three hundred seventy-four (374) bidders who were notified of the bid. Bid packets were downloaded/received by thirty-eight (38) vendors and we received twelve (12) bid responses. Twenty-four (24) Fontana vendors were notified. Zero (0) Fontana vendor responses were received. The Sealed Bids were opened electronically at 2:00 p.m. on June 25, 2024. The bids ranged from $210,527.00 to $375,750.00. MAJ Engineering is the lowest bidder in the amount of $210,527.00. The engineer’s estimate was $190,294.00.
After reviewing the proposed bid documents and performing the reference checks, the Public Works Department has determined MAJ Engineering to be the lowest responsible and responsive bidder. Per the California Uniform Construction Cost Accounting Commission (CUCCAC), Cost Accounting Policies and Procedures Manual, Article 3, Chapter 1, Code 22034(d), since all bids received were in excess of $200,000, staff has also included a resolution for adoption by four-fifths vote, awarding the contract to MAJ Engineering as the lowest responsible bidder and determining that the City’s cost estimate was reasonable.
FISCAL IMPACT:
Funds have been budgeted in FY 2024/25 in the Capital Reinvestment Fund 601 in the Sidewalk Rehabilitation Project No. 37104326-601-A-8329 $102,527.00 and in Concrete Maintenance Operating Budgets 10137106-8130 $25,000.00, and 28137106- 8130 $83,000.00.
MOTION:
Approve staff recommendation.
