•                     Practice sound fiscal management by living within our means while investing in the future.

DISCUSSION:

The Fire Protection District is in critical need to replace the District’s current tiller (ladder) fire truck. The ladder truck is a 2005 with roughly over 98,000 miles and did not pass the ladder certification inspection.  There are several small cracks in the ladder frame and outriggers that have been an issue for some time and unable to have a welder certified the crack repair work.  Another factor is that the manufacturer of the ladder truck is no longer in business and finding parts was extremely difficult.

The replacement of the ladder truck normally takes three years from the manufacturer once the order has been placed due to supply chain issues.  An opportunity from the vendor that currently has a 2024 demo ladder truck with Pasadena Fire Department and can be available for purchase.  The purchase of the ladder truck will immediately place critical equipment into service within months instead of years.  The cost of the same ladder in 2024 would cost $2.5 million and Chino Valley Fire ordered their ladder truck in 2022 for $1.9 million and have yet to receive delivery.

Under the Purchasing Policy and Procedure Section 3.1.5 allows for the emergency purchase of a product/service determined by the City Manager, which could not have been anticipated and critical need precludes any form of competition.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $1,945,466.00 and is not included in the 2024-25 Current Budget therefore the required budget adjustment is also requested in this item in the Fire Capital account #61050000-8319
