ANALYSIS:

The applicant, Shelly Jordan, representing Brightsky Residential, is seeking approval from the Planning Commission for revisions to a previously approved Design Review (Design Review No. 21-0036R1).

Background:

On August 16, 2022, the Planning Commission granted approval for MCN No. 21-093 and Design Review No. 21-036 for the site and architectural review for a multi-family condominium project consisting of 22 units, along with Tentative Tract Map No. 21-036 (TTM No. 20397) to establish the condominium map for these units. Subsequently, on November 7, 2023, the Planning Commission reviewed and approved the color scheme revision and one modification to a building pop-out for the two-story, 72-unit multifamily condominium project Master Case (MCN) No. 21-029-R1 and Design Review (DRP) No. 21-009-R1 (Serena Village North).

The original project applicant, MCO Development, included neutral warm tones in their approved plans. Brightsky Residential, the new developer, has reassessed the color palette and proposes a more vivid color scheme for the remaining phase; the proposed new palette includes cooler shades such as deep blue, gray, white, and brown, which harmonize with the overall Traditional architectural style. This new color selection intends to architecturally complement the existing phases of Serena Village.

Design Review Project No. 21-093R1

As noted earlier, the applicant is seeking a revision to the color scheme and materials. The suggested color palette shifts from the previously approved neutral tones, which encompassed shades of gray, red, yellow, and taupe, to cooler colors such as deep blue, gray, white, and brown, enhancing the overall Traditional architectural style. The initially approved materials included stone veneer and stucco; the new proposed materials include cliff stone veneer, siding, and stucco. The revised color scheme aims to align with the previous phases of the Serena Village development. The updated color scheme and materials will apply to all four buildings remaining buildings and have been crafted to ensure compatibility with the surrounding environment and development.

Environmental:

The Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section No. 15332 (Class 32, In-Fill Development Project) and Section No. 3.22 (Categorical Exemption) of the City of Fontana’s 2019 Local Guidelines for Implementing CEQA. The project site is considered Infill Development and meets the CEQA requirements of Infill: (1) The Project is consistent with the General Commercial (C-G) designation of the General Plan and the Route 66 Gateway District of the Form Based Code; (2) The Project Site is less than five (5) acres; (3) The Project Site has no value as habitat for endangered, rarer, or threatened species; (4) The Project will not have any significant effects related to traffic, noise, air quality, or water quality; and (5) There are adequate public services for the development of the proposed residential project. Furthermore, none of the exceptions in CEQA Guidelines section 15300.2 apply to the Project.

MOTION:

Approve staff recommendation.
