RECOMMENDATION:
Recommendation
1. Approve and authorize the City Manager to execute a Cooperative Agreement with the County of San Bernardino for the Design and Construction of the Arrow Route Sewer Main Project.
2. Authorize the City Manager to execute any future individual amendments to the Cooperative Agreement for the Arrow Route Sewer Main Project.

COUNCIL GOALS:
• To concentrate on Inter-governmental relations by working cooperatively with neighboring jurisdictions.
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
The Arrow Route Sewer Main Improvement Project consists of the conversion from a septic to sewer system on Arrow Route between Ilex Street to Beech Avenue, Cherry Avenue from Arrow Boulevard to Foothill Boulevard, and Beech Avenue from Arrow Boulevard to Foothill Boulevard. The project’s infrastructure goal is to construct sewer mainlines to fully serve the identified locations within the unincorporated area of San Bernardino County.
The cooperative agreement defines the responsibilities for both the City of Fontana and San Bernardino County for the design and construction of the project. As the sewer mainline will ultimately be maintained and operated by the City of Fontana within the Western Sphere area, the design of the project and inspection during construction will be the responsibility of the City. As a sewer infrastructure project, funds from the American Rescue Plan Act (ARPA) have been used for the project under the Water, Sewer, and Broadband Infrastructure Federal Use category. This project is included as part of the Council-approved ARPA expenditure plan.
The County of San Bernadino will be the lead agency for the construction phase and will finance the construction through their own allocation of ARPA funds.
The design of the sewer system is expected to be completed by February 2025. The County will then take the lead on advertising, awarding, and administering the construction of the project.
FISCAL IMPACT:
The project is included in the FY 2024-25 Capital Improvement Program Budget in Project 37600036-302 from the ARPA 302 Fund. Appropriate funding for the maintenance work is included in the FY 2025-26 budget, Fund 701 in the Public Works Department, Utilities and Streets Division.
