ANALYSIS:
The Applicant, Jake Sowder of Diversified Pacific, is requesting that the Planning Commission review and approve Tentative Parcel Map No. 24-0004 (TPM No. 20820) and Design Review No. 24-0007, all for the construction of a new civic building (Fontana Unified School District Support Building) on approximately 4.47 acres located north of Arrow Boulevard, west of Citrus Avenue and east of Tokay Avenue.
Tentative Parcel Map 24-0004
Tentative Parcel Map No. 24-0004 (TPM 20820) will consolidate five (5) parcels (APNs: 0232-112-13, -14, -43, -45, and 46) into one (1) parcel and create a remainder parcel on approximately 4.47 acres for the construction of a new civic building. The resulting parcels will meet the development standards of the Form Based Code, Transitional District and will enable the development of the new civic building and associated improvements consistent with the Form Based Code/Transitional Zoning District on the single parcel.
Design Review No. 24-0007
the construction will be comprised of a new two-story, 60,060 square foot civic building (Fontana Unified School District Support Building) and associated improvements. The building will include a bakery, print shop, mail room, cooler/freezer area, asset control area, book repository area, offices, a tech depot and a laptop repair area. There will be four truck dock areas for the delivery of school related supplies. In addition, the project will include on-site improvements including parking, landscaping, lighting, and off-site improvements along Citrus Avenue and Tokay Avenue.
The architectural style for the building is a modern style with articulated building elements such as, concrete tilt wall, metal panels, glazed windows, and wood finish accent. The exterior color palette for the proposed building is comprised of various shades of gray colors. The variations to the buildings’ face and roof lines, and tower elements at a maximum of 40 feet in height will make the project architecturally pleasing and will be consistent with the surrounding area.
The Project Site is consistent with Chapter 15 (Land Use, Zoning, and Urban Development) of the General Plan Land Use designation. For example, the Project Site is consistent with the Land Use, Zoning, and Urban Development Element, Goal No. 4, Policy No. 1, which “promotes a land use pattern connections among land uses and a mixture of land uses.” Additionally, the project is consistent with Goal No. 4, Policy 1, Action E, which “Support partnerships between major employers, educational institutions, and for-profit and non-profit housing developers.”
Grading/Walls:
The topography of the Project Site is relatively flat. The grading is consistent throughout the site with a gradual slope from the north to the east of the project site. The proposed installation of underground water quality systems will result in the collection of stormwater, and percolation of stormwater.
The applicant is proposing to construct six (6) foot high freestanding and combo block walls (three (3) foot high max of retaining and six (6) foot of freestanding) on the west side of the project site. The Applicant proposes a proposed a combo wall and six (6) foot high boundary wall along the south side. Along Citrus Avenue there is a proposed six (6) foot high wrought iron fence, with a gated entry. Along the north side (facing the Public Electric Trail) the Applicant is proposing approximately 200 feet of six (6) foot high wrought iron fence with decorative pilasters (front portion of the property line) and approximately 300 foot of screen wall (end of wrought iron to the rear of property line).
Site Access/Circulation/Parking:
The project site will have adequate circulation all around the building and two access points to the streets (Citrus Avenue and Tokay Avenue). Access to and from the project site will be provided by a driveway and pedestrian gate on Citrus Avenue and Tokay Avenue.
The associated improvements will include parking, landscaping, sidewalks, curbs, gutters, streetlight, and undergrounding utilities. The project design incorporates safety measures for automobiles and pedestrians in the area. The project site is physically suitable in size and shape to support the development of the proposed civic building (school district support building). The project design incorporates safety measures for automobiles and pedestrians in the area.
Environmental:
The Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines No. 15332 (Class 32, Infill Development) and Section No. 3.22 (Categorical Exemption) of the City of Fontana’s 2019 Local Guidelines for Implementing CEQA. The Project meets the CEQA requirements of In-fill as follows: (1) The Project is consistent with the Walkable Mixed Use (WMXU-1) designation of the General Plan and the Transitional Zoning District of the Form Based Code; (2) The project site is less than five (5) acres at 4.47 acres; (3) The Project Site has no value as habitat for endangered, rare, or threatened species, (4) The Project Site will not have any significant effect related to traffic, noise, air quality, or water quality; and (5) There are adequate public utilities services for the development of the proposed school district support building. Furthermore, none of the exceptions in CEQA Guidelines Section 15300.2 apply to the Project.
MOTION:
Approve staff’s recommendation.
