RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to execute a construction contract with CT&T Concrete Paving Inc. for the construction of the City Sidewalk Reconstruction #2 Project in the amount of $846,144.02 and authorize a 10% contingency in the amount of $84,614.40 (Bid No. DE-25-56-SB).
2. Approve and authorize the City Manager to execute any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for City Sidewalk Reconstruction #2 Project.

COUNCIL GOALS:
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
The City of Fontana’s approved Capital Improvement Program Budget includes the City Sidewalk Reconstruction Project (“Project”). This is the second location for the Project and there will be additional contracts forthcoming. The proposed improvements include the rehabilitation of existing sidewalks and drive approaches, eliminating poor and very poor conditions. The project will improve walkability, increase sidewalk service life, and enhance the safety of pedestrian traffic.
Bids for this contract were opened on December 5, 2024. A total of thirteen (13) bids were received, ranging from $846,144.02 to $3,142,725.00. CT&T Concrete Paving Inc. is the lowest bidder in the amount of $846,144.02. The Engineer’s Estimate was $918,291.00. After reviewing the proposed bid documents and performing reference checks, the Engineering staff has determined CT&T Concrete Paving Inc. to be the lowest responsible and responsive bidder.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $846,144.02 for the full term of the construction contract and $84,614.40 for construction contingency. These amounts are included in the 2024-25 available budget, in 37600001-601-A-8330 and 37600001-601-A-8331 respectively.
