RECOMMENDATION:

Recommendation

Authorize the City Manager to enter into a Professional Services Agreement with Quality Management Group (QMG) in the amount not to exceed $500,000 for the start-up costs associated with the Aldea Apartments project.

End

COUCIL GOALS:

•                     Provide a diverse range of housing types and levels of affordability while addressing homelessness in the community by promoting diverse range of housing projects and levels of affordability.

DISCUSSION:

The Aldea Apartments is a residential complex comprising four apartment buildings, offering a total of 78 units along with associated amenities, situated on approximately 2.27 acres of land. In September 2024, the City entered into a lease agreement with the Fontana Housing Authority for this property. This project represents a crucial initiative to address the increasing demand for affordable housing in our community, providing a safe and stable environment for low- to moderate-income families, seniors, and other priority groups.

To ensure the successful launch of this development, it is imperative to allocate funding for start-up costs. These funds will support the procurement of essential items, including furnishings, appliances, and other preparatory needs, to make the units move-in ready for eligible residents. These preparations are critical to maintaining the quality and functionality of the units while enabling a seamless transition for new residents.

In addition to benefiting future tenants, the start-up costs will also aid in ensuring compliance with regulatory standards and maintaining the long-term viability of the project. By investing in these preliminary efforts, the City not only facilitates a smooth start for Aldea Apartments but also reinforces its commitment to fostering equitable access to housing.

Currently, QMG is providing property management services to support the portfolio of properties acquired by the Housing Department. In November 2021, QMG was awarded a contract (SP-15-HD-22) for property manager services and Amendment No. 4 was issued to add Aldea Apartments.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $500,000 and is not included in the 2024-25 budget.  The required budget adjustments will be submitted in the next quarterly budget report and will be funded by the Affordable Housing Trust (Project String 30200023-698-A).

MOTION:

Approve staff recommendation.
