COUNCIL GOALS:
• Practice sound fiscal management by pursing grant opportunities.
• Concentrate on Inter-governmental relations by pursuing financial participation from county, state and federal governments.
DISCUSSION:
On December 30, 2024 The Office of Homeless Services of San Bernardino County released a Request for Proposals (RFP) seeking qualified Applicants to provide eligible services under the Emergency Food and Shelter Program, Phase 42 (EFSP).
EFSP funds are intended to support service providers by supplementing existing food and shelter programs throughout the San Bernardino County Jurisdiction. There are five regions to be served within SBC Jurisdiction: 1) Central County Region; 2) East Valley Region; 3) Northern Desert Region; 4) Southern Desert Region; and 5) West End Region. The City of Fontana falls within the West End Region. EFSP funding available to applicants for the program is $956,999. New applicants for the program restricted to a maximum budget request of $5,000.
Eligible activities under the EFSP funds are served meals, food vouchers, per diem shelter costs, motel/hotel vouchers, rental/mortgage and utility assistance. Due to the low maximum funding request, the best utilization of these funds is to supplement existing meals provided at the Path. Currently, residents of the Path are provided with a continental breakfast due to the lack of available kitchen facilities. These additional funds would allow staff to provide an enhanced breakfast to the residents. The maximum supplemental funding this grant will provide is $3.00 per meal which allows for the City to provide approximately 1,666 meals for those in need.
FISCAL IMPACT:
There is no fiscal impact associated with the approval of this item. The maximum grant award amount is $5,000 for the Emergency Food and Shelter Program Phase 42 (EFSP) and if awarded, staff will return to Council for final acceptance of the grant.
MOTION:
Approve Staff Recommendation.
