COUNCIL GOALS:

•                     Improve public safety by increasing operational efficiency, visibility and availability.

•                     Improve public safety by maximizing fire and emergency medical service resources.

•                     Practice sound fiscal management by living within our means while investing in the future.

DISCUSSION:

Staff is requesting to purchase two (2) new KME fire engines to replace Medic Engine 72 (13 years old, approximately 95,000 miles) and Medic Engine 73 (12 years old, approximately 85,000 miles). These engines have reached the end of their reliable front-line service and will be moved into reserve status to replace existing reserve engines that are up to 20 years old with over 200,000 miles.

The Fire Protection District has a unique opportunity to acquire these fire engines immediately, bypassing the standard three-year manufacturing lead time. The fire engines have been inspected and are in excellent condition, meeting operational needs of the District and San Bernardino County Fire at an advantageous purchase price.  By purchasing directly from the single source dealer from their current inventory, the city will realize a savings of over $236,389 and be placing the vehicles in service over the normal ordering process.

Staff is recommending procuring the fire vehicles under the Purchasing Policies and Procedure Manual Section 3.1.5 as no competitive advantage would be gained from competitive pricing.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $1,718,500.00 and is not included in the 2024-25 Fire Capital Equipment Budget therefore the required budget adjustment is also requested in this item in the Fire Capital account #61050000-8319. Fund Balance will be updated and reported with the Third Quarter Budget Report.

MOTION:

Approve staff recommendation.
