COUNCIL GOALS:
• To operate in a businesslike manner by creating a memorable customer experience with every interaction.
• To promote economic development by pursuing business attraction, retention, and expansion.
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by improving aesthetics of the community.
DISCUSSION:
As part of its Downtown revitalization objective, the City is committed to enhancing public spaces through the integration of public art. As part of this initiative, the City issued a Request for Qualification (RFQ) in February and June 2024, seeking qualified artists or firms to provide outdoor public artwork services. The RFQ aimed to secure artwork that aligns with the City’s vision, reflects the community’s cultural identity, and enhances the aesthetic appeal of public spaces.
On February 8, 2024, the Request for Qualification was initially posted, receiving two (2) submissions. Due to the limited response, the RFQ was reposted on June 6, 2024, resulting in five (5) submissions. After evaluating these submissions, two (2) artists were interviewed; however, their qualifications did not fully align with the objectives of the project and the City’s procurement process.
Following the reposting, the City received a total of four (4) additional proposals. After thorough evaluations were conducted, JK Mosaic, LLC was identified as the most qualified entity based on artistic merit, experience, project feasibility, and alignment with the City’s objectives.
The scope of work under this agreement includes concept development, the fabrication of mosaic glasswork, and the installation of the artwork at the City’s Downtown Parking Structure. The contract amount for these services will not exceed $134,353.41 and is funded by Assemblymember Gomez Reyes’ Downtown Revitalization Grant. The work is anticipated to be completed by May 2026.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $134,353.41 and is included under grant project #37600075-301-A-8113.
