DISCUSSION:

The City of Fontana Public Works Department is responsible for maintaining 1,406.46 lane miles of roadway striping and traffic marking to ensure safe and efficient traffic operations. Over time, painted striping deteriorates due to traffic volumes, weather, and environmental conditions, which reduces visibility and roadway safety. To remain compliant with newly established state and federal standards, the City must enhance its striping program with updated materials, widths, and retro reflectivity requirements.

Recent updates to traffic striping standards have been adopted to improve roadway safety and align with emerging transportation technologies. These updates include the following key requirements, such as Line Widths and Retroreflectivity Requirements.

These updates are intended to improve visibility for human drivers in challenging conditions (nighttime, rain, fog) and to enhance roadway performance for autonomous driving systems (ADS) and advanced driver-assistance systems (ADAS).

Additionally, the City will transition all striping from paint to thermoplastic material, which delivers four key benefits to better align with newly adopted state and federal requirements, enhanced durability, extended service life, improved visibility and safety, and cost efficiency.

On July 17, 2025, the Division advertised the Pavement Markings Thermoplastic and Paint Services project with a sample project for all items that may be requested throughout the city. Bid invitations were sent to 207 vendors, with 20 vendors downloading or receiving bid packets. Sealed bids were opened electronically at 2:00 p.m. on August 7, 2025.

After reviewing the proposed bid documents and performing the reference checks, the Public Works Department has determined Chrisp Company to be the lowest responsible and responsive bidder.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $355,855 per year and has been included in the 2025-26 and 2026-27 adopted budget in accounts 10137103 8130 and 28137103 8130.
