DISCUSSION:
As part of its Downtown revitalization objective, the City is committed to enhancing public spaces through the integration of public art. As part of this initiative, the City issued a Request for Proposals (RFP), seeking qualified firms to provide thermoplastic artwork installation services that will transform select pavement surfaces into engaging spaces, consisting of two (2) rectangular zones located in a pedestrian area between the newly constructed Downtown parking structure, the Stage Red Theater, and the Fontana Chamber of Commerce/Human Resources building. This will further enhance the aesthetic appeal of public spaces in the heart of Downtown Fontana.
On June 9, 2025, the Request for Proposals was posted, receiving a total of four (4) submissions. After thorough evaluations were conducted, Creative Paving Solutions was identified as the most qualified entity based on experience, project feasibility, schedule, and detailed approach to the project. The proposal ranged from $231,867.88 to $344,960.
The scope of work under this agreement includes all labor, materials, equipment, and technical expertise necessary in applying a pre-designed thermoplastic artwork on asphalt. The contract amount for these services will not exceed $231,867.88 and is funded within the Plaza Improvements Project (Project No. 37600079). The work is estimated to be completed by early Spring 2026.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $255,054.66 and is included in the FY 2025-26 budget in the Plaza Improvements Project #37600079-601-A-8329.
