RECOMMENDATION:
Recommendation
1. Conduct a public hearing for the Consolidated Annual Performance and Evaluation Report prepared for the U.S. Department of Housing & Urban Development to report on specific Federal housing assistance and community development activities undertaken by the City of Fontana during Fiscal Year 2024-2025; and
2. Authorize the City Manager to enter into and/or transmit any documents necessary to submit the Consolidated Annual Performance, along with any comments received during the public hearing and public comment period, to the Department of Housing & Urban Development.

DISCUSSION:
As an entitlement jurisdiction of the U.S. Department of Housing and Urban Development (HUD), the City of Fontana is required to annually prepare and submit the Consolidated Annual Performance and Evaluation Report (CAPER) to HUD. The CAPER document summarizes the City’s use of federal entitlements in a given fiscal year.
In fiscal year 2024-2025, the City of Fontana received $1,965,902 in Community Development Block Grant (CDBG) Program funds, $604,794 in HOME Investment Partnerships (HOME) Program funds, and $173,930 in Emergency Solutions Grant (ESG) Program funds. The 2024-2025 CAPER evaluates the City’s achievement of goals established in the One-Year Action Plan for FY 2024-2025 and assesses the City’s overall performance during fiscal year 2024-2025 in meeting priorities identified in the final year of the City’s adopted Five-Year Consolidated Plan (2020-2024).
In fiscal year 2024-2025, the City of Fontana successfully carried out the actions outlined in both the One-Year Action Plan and the Consolidated Plan.
As required by HUD, a preliminary draft of the CAPER has been made available for public review for a minimum of 15 days. From September 9th through September 23rd, 2025, copies of the draft CAPER were available to residents of the City of Fontana and other interested parties on the City’s webpage and various City buildings.
Notice of availability of the CAPER and invitation to comment was published in the Press Enterprise and the San Bernardino Sun.
FISCAL IMPACT:
No fiscal impact. Funds were appropriated and allocated in prior fiscal years in CDBG & ESG Fund #362 and HOME Fund #363.
