COUNCIL GOALS:

•                     To improve public safety by maximizing fire and emergency medical service resources.

•                     To improve public safety by minimizing impacts from disasters through emergency and disaster preparedness.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

DISCUSSION:

Fire Station No. 80 is located at 6585 Cherry Avenue, at the northeast corner of Cherry Avenue and South Highland Avenue, within the western limits of the City. The project will be developed in two phases. Phase 1 will focus on constructing a new fire training center and tower simulator which will serve as the foundation for the future Phase 2 of the Fire Station itself.

It is anticipated that the Fire Station No. 80 Project will commence construction by April 2026. In order to facilitate the project start of construction and schedule, staff recommends the use of Fireblast Global, Inc. for the purchase of the HD Interior Fire System for the custom high-rise six-story training simulator.

This system is built to prioritize safety while enabling realistic and immersive training scenarios. It is tested and compliant with the most current codes, standards, and published recommendations. The system includes infrared gas monitoring, fail safe FM approved gas equipment, smoke discharge system, and UL components including a certified control panel.

The utilization of cooperative purchasing through GSA, known as the Multiple Award Schedule (MAS), is heavily used by government, education and nonprofit sectors in an effort to not only save on cost, but to ensure high quality equipment/products/services. It allows government agencies to purchase goods and services from approved vendors at pre-negotiated prices. This procurement method eliminates any general contractor mark-up for profit and overhead that may be included in the construction contract.  Additionally, the City’s advanced procurement of the materials will aid in streamlining the overall schedule for the project, thereby increasing efficiency in the completion of the project.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $981,295.84 and is included in the current FY 2025/2026 Budget in the Fire Station No. 80 Project - No. 37603385-610-D-8320.

MOTION:

Approve staff recommendation.
