RECOMMENDATION:

Recommendation

1.                     Approve and authorize the City Manager to enter into Amendment No. 1 to the Professional Services Agreement with Robert, Borders & Associates for Architectural Design Services for the Regional Navigation Center Tenant Improvements Project (DE-25-91-SP) in the amount of $147,120.00, for a total contract amount of $772,519.00.

 

2.                     Approve and authorize the City Manager to execute future individual Amendments not exceeding $100,000 for the Regional Navigation Center Tenant Center Improvement Project (PN37600084).

DISCUSSION:

The City of Fontana’s Capital Improvement Budget includes the Regional Navigation Center Tenant Improvements Project (“Project”). The proposed tenant improvements will provide for the conversion of the existing industrial facility located at 11109 Jasmine Street, Fontana, CA 92337, into a Regional Navigation Center intended to house chronically homeless individuals in small dormitory-style living quarters, as well as provide individual living units for those requiring less intensive care. Improvements to the facility will include the construction of meeting and office spaces for occupants and counseling services, group and individual living areas, a reception lobby, commercial kitchen, food storage, restrooms, showers/baths, laundry facilities, dining hall, recreation areas, and all associated electrical, plumbing, HVAC, technology, and site improvements required to support the facility. It is estimated that the facility will house up to two hundred (200) chronically homeless individuals in dormitory-style accommodations and provide individual units for those requiring less intensive care. Final tenant occupancy and detailed space programming will continue to be refined during the design development process.

 

On May 13, 2025, the City Council awarded a Professional Services Agreement to Robert, Borders & Associates for architectural design services for the Project in the amount of $625,399.00.

 

Since the commencement of design services, additional scope has been identified to support the expedited delivery of the project and address expanded project requirements. These additional services include architectural and engineering design associated with an increased second-floor building footprint, seismic upgrades, elevator design, and other design elements necessary to accommodate the updated project program and building requirements.

 

The proposed amendment will increase the agreement by $147,120.00 to compensate the consultant for the additional services. Upon approval of this amendment, the total contract amount will increase from $625,399.00 to $772,519.00. The additional services are necessary to support the expanded scope of the project and maintain the current project schedule.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $147,120.00 for the full term of the agreement which is included in the 2025-2026 budget in the Regional Navigation Center Project # 37600084-601-A-8113, Fund 601 - Capital Reinvestment.
