RECOMMENDATION:

Recommendation

1.                     Award and authorize the City Manager, or City Manager’s designee, to enter into the Professional Services Agreement with Griffin Structures for the City Hall Renovation Project - Phase II in the amount of $1,465,000.00 (Request for Proposals SQ-43-DE-23-1).

 

2.                     Approve and authorize the City Manager, or City Manager’s designee, to enter into future individual Professional Services Agreement Amendments not exceeding $100,000.00 for the City Hall Renovation Project - Phase II (Request for Proposals SQ-43-DE-23-1).

COUNCIL GOALS:

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

 

DISCUSSION:

The City of Fontana’s Capital Improvement Program Budget includes the City Hall Renovation Project - Phase II (“Project”). The Project will be constructed in place of the existing City Hall building located at 8353 Sierra Ave, Fontana, CA 92335 and shall consist of demolishing the existing one-story building, construction of a two-story municipal building, remodel of the existing Development Services Organization (DSO) building, construction of a pedestrian bridge between the DSO building and the new City Hall building, utility installation, procurement of furniture, fixtures & equipment, in addition to all related on-site and off-site improvements. The intent of the building is to serve as office spaces for City staff, provide public and employee parking on the Civic Campus, and serve as the primary public interface for residents and businesses within the City.

 

On March 3, 2026, the City issued a Request for Proposals (“RFP”) for Construction Management Services by notifying firms on the City’s prequalified list through the Purchasing Division. All five (5) prospective bidders downloaded the RFP documents. On March 26, 2026, a proposal was received from one (1) firm interested in providing the services. The proposal was evaluated based on several considerations including experience with similar work, schedule, understanding of scope and issues along with available staff and schedule. The proposal received was in the amount of $2,279,000.00. After conducting an oral interview with the proponent bidder, the City received an updated proposal in the amount of $1,465,000.00. The negotiated fee for construction management services is below three percent (3%) of the total estimated construction cost, which represents a competitive rate for professional services of this nature.

 

Construction management services will provide critical support during the construction phase including project coordination, schedule monitoring, budget oversight, quality assurance, contract administration, and field observation to help ensure the project is delivered efficiently and in accordance with approved plans and specifications. As a result, the staff recommends approval of the Professional Services Agreement with Griffin Structures. The total not-to-exceed amount of the agreement is $1,465,000.00.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $1,465,000.00 for the full term of the Professional Services Agreement and is included in the FY 2025-26 budget in 37600012-601-A-8130.
