Authorization of Expenditures for the City of Fontana 2027 Rose Parade Project

RECOMMENDATION:
Recommendation
1. Authorize the City Manager, or designee, to enter into an agreement with Phoenix Decorating Company for float design and construction services associated with the City of Fontana’s participation in the 2027 Rose Parade, subject to approval as to form by the City Attorney; and
2. Authorize the necessary budget adjustments to be incorporated into the Fiscal Year 2026/27 First Quarter Budget Status Report for an amount not to exceed $500,000 for costs associated with the City’s participation in the 2027 Rose Parade, including float design and construction, transportation, logistics, decorating activities, and other related project expenses.

DISCUSSION:
The City of Fontana will participate in the 2027 Rose Parade as part of the City’s celebration of its 75th anniversary. The Rose Parade provides a unique opportunity to commemorate this milestone while highlighting Fontana’s history, community, and future to a regional, national, and international audience.
Planning for the City’s participation is underway and includes the design and construction of a Rose Parade float, as well as associated transportation, decorating, logistical, operational, and project support costs. The City intends to contract with Phoenix Decorating Company for float design and construction services. Staff is requesting authorization for the City Manager, or designee, to enter into the agreement on behalf of the City, subject to approval as to form by the City Attorney.
Because the project was developed after preparation of the Fiscal Year 2026/27 adopted budget, funding for the City’s participation was not included in the adopted budget. Staff is requesting authorization to expend up to $500,000 for the project, with the necessary budget adjustments to be reflected in the Fiscal Year 2026/27 First Quarter Budget Status Report.
The City is also pursuing private contributions and other support for this project. Any outside funding received will offset the City’s ultimate expenditure and reduce the net cost to the General Fund.
FISCAL IMPACT:
Funding for the 2027 Rose Parade Project was not included in the Fiscal Year 2026/27 adopted budget. Expenditure authority of up to $500,000 will be incorporated into the Fiscal Year 2026/27 First Quarter Budget Status Report.
Private contributions received for the project will offset City expenditures, reducing the net cost to the General Fund.
