RECOMMENDATION:
Recommendation
Award bid (PW-24-20-PW) and authorize the City Manager to execute a contract with Fidelity Builders of Glendale, CA in the amount of $427,092.00 and authorize a 10% contingency in the amount of $42,709.00.

COUNCIL GOALS:

DISCUSSION:
The Cypress-Knopf Center is utilized by Fontana residents year-round. The center offers toddler programming, community events, and special event rentals. The interior of both facilities is outdated and in need of some enhancements. With funding provided by San Bernardino County’s American Rescue Plan Act, the bidding process for the Cypress Center and Knopf Centers Tenant Improvement Project bid (PW-24-20-SB) was conducted by City staff in September 2023. Two hundred thirty (230) bidders were notified of the bid. Bid packets were downloaded by forty-two (42) vendors. Seven (7) Fontana vendors were notified. No Fontana vendors’ responses were received. The bid closed on Tuesday, September 26, 2023, and the City received a total of seven (7) bids.
After reviewing each individual company that provided a bid for the project, the Purchasing Office has recommended that the contract be awarded to Fidelity Builders in the amount of $427,092.00 with a 10% contingency in the amount of $42,709.00. Fidelity Builders submitted all the necessary documents and therefore is the most responsible and responsive bidder.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $469,801.00 including contingencies. The City received American Rescue Plan Act funds from San Bernardino County which are budgeted in the current FY 2023/2024 Budget in Project Account No. 37300003-304-B-8313, 37300003-304-C-8313, 37300003-304-D-8313, 37300003-304-E-8313, 37300003-304-F-8313, and 37300003-304-G-8313.
