RECOMMENDATION:
Recommendation
1. Authorize the City Manager to increase the aggregate Not-to-Exceed amount for the On-Call Board Up Services Agreements (BS2548SP) with DOPP Property Services and BCM Group, Inc. to $200,000 through the contract period.
2. Authorize the City Manager to enter any future amendments to the On Call Board Up Service Agreement not to exceed $100,000.

DISCUSSION:
In February 2025, the City of Fontana entered into agreements with DOPP and BCM for On Call Board Up Services through February 1, 2030. The original agreements established a not-to-exceed amount of $100,000 for each contractor.
Since March 2026, DOPP and BCM have also been utilized to address the City's ongoing need for graffiti removal from private property. As graffiti abatement has become an increased priority, the City allocated an additional $100,000 to the graffiti removal program in July 2026 and will add a third on-call contractor, 86 Graffiti, to increase service capacity and responsiveness.
To provide greater operational flexibility and ensure available resources can be directed where they are most needed, staff recommends establishing a combined not-to-exceed amount of the budgeted amount for all three on-call agreements, rather than assigning a specific dollar amount to each individual contractor. Under this structure, the total expenditures among DOPP, BCM, and 86 Graffiti would not exceed the total Council-approved budget of $200,000; however, staff would have the flexibility to allocate work and funding among the three contractors based on budget availability, performance, service needs, and workload.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is an aggregate non-to-exceed amount of $200,000 for all contracts for graffiti abatement services and is included in the 2026-27 budget in account 10132401-8130.
